Allow setting nextflow.config settings on compute environments or Seqera Platform-wide

There are a couple areas where we could use to set specific

nextflow.config

settings for every Nextflow pipeline that runs on a given compute environment. We could alternatively have use for being able to set config options Seqera Platform-wide. Both would be great.

This feature has recently been deployed on Seqera Cloud 24.2.0. 
The nextflow config field is now configurable for all Compute Environments in the creation form. 
This field works in the same way as the pre and post-run scripts: All pipelines running on the Compute Environment will inherit the config values from the computing environment unless the user actively edits the nextflow config field in the Pipeline or Launch configuration.
